Position Summary

The Underground Technician learns and performs semi-skilled and skilled manual labor for the construction, maintenance, rehabilitation, and operation of underground utilities. Tasks involve the use of hand tools and light motorized equipment on complex pump station, stormwater, wastewater and water construction, repair and rehabilitation projects. The Underground Technician will carry out tasks assigned to them to accomplish the job at the direction of the Underground Foreman or Heavy Equipment Operator. Scopes of work includes sewer gravity and force mains, laterals, manholes, wet wells and pump stations, UV CIPP lining, water mains, valves, fire hydrants, drains and air/vacs. They are responsible for following onsite safety protocols in accordance with the Injury and Illness Prevention Plan and any jobsite specific safety documents as identified by the Project Manager. As the worker gains skills and performs more difficult work through experience, training and certifications, advancement to the Underground Technician class can reasonably be expected. Most incumbents should gain the skills, experience, certifications and proficiency for advancement within two years.

Essential Duties and Responsibilities

  • The essential functions include, but are not limited to the following:
  • Tasks include shovel, tamper, jack hammer, dump truck, sprayer, trencher, pipe cutter, welder, and compressor operation
  • Small cleaning equipment operation, including mini vac trucks and jetter trailers, and utilize the proper cleaning tools (nozzles, suction hoses for mini vac, flow regulating and weight capacity per manufacturers recommendations)
  • Setup traffic control, perform traffic flagging duties, and maintain right-of-way’s
  • Installation of pipe liners
  • Apply concrete mud to pipe, angles, couplings, saddles, nozzles and flanges
  • Mix, pour and finish concrete
  • Install shoring in trenches under the direction of Heavy Equipment Operator or Foreman
  • Set up and tear down work sites
  • Assist with site investigations
  • Utilize ArcGIS software
  • Learning and understanding all industry safety requirements
  • Inspect vehicles for mechanical items and safety issues and reporting any problems with equipment
  • Inspects, loads, and unloads trucks to ensure that proper tools are present
  • Review jobsite needs with Foreman and Superintendent to fully comprehend scopes of work per plans and specifications to complete job assignment
  • Comply with DOT truck driving rules and regulations (size, weight, route designations, parking and break periods) as well as with company policies and procedures
  • Attend and complete all company safety and equipment training as scheduled and required
  • Follow safety expectations for operation of equipment and tools, select appropriate equipment for performing work, adhere to safety protocols to perform work, and wear appropriate PPE (Personal Protection Equipment)

Minimum Qualifications (Knowledge, Skills, and Abilities)

  • High School Diploma or GED, required
  • Some relevant experience in the construction, installation, maintenance, and repair of underground utilities related to primarily, but not limited to sanitary sewer, storm drain and water line conveyance systems (Underground Technician I)
  • Minimum of 2 years as an Underground Technician I or relevant experience in the construction, installation, maintenance, and repair of underground utilities related to primarily, but not limited to sanitary sewer, storm drain and water line conveyance systems. Class A/B CDL is preferred. (Underground Technician II)
  • Minimum of 4 years as an Underground Technician II or relevant experience in the construction, installation, maintenance, and repair of underground utilities related to primarily, but not limited to sanitary sewer, storm drain and water line conveyance systems. Class A/B CDL is preferred. (Underground Technician III)
  • Must complete all required certifications and training for the Underground Technician level and receive sign off from Superintendent
  • Beginner/Intermediate/Advanced knowledge of machines, materials, methods, and tools involved in construction or repair of underground utilities
  • Beginner/Intermediate/Advanced use of related tools to complete work assignments
  • Knowledge of and able to apply arithmetic and basic geometry to work tasks
  • Ability to measure, read, and convey lengths with ruler or tape with high degree of accuracy
  • Proficient utilization of a smart phone/tablet/laptop and supported software (Microsoft Excel, Outlook, Teams, Word).
  • Able to think critically and use good judgment to solve problems
  • Ability to take direction, work independently with minimal supervision, and in team environment
  • Ability to apply active listening skills, ask clarifying questions, and complete assignments as directed
  • Must be able to comprehend safety instructions and signage, communicate effectively in emergency situations and understand written safety instructions from tool and equipment manufacturers
  • Clear and professional verbal and written communication skills and engage with all levels of teams, clients, business partners, and management
  • Reliable transportation, a valid driver’s license required, and favorable driving record
  • Ability to travel using various modes (e.g., automobile, train, air) and accommodate night and weekend work as needed
  • Other certifications and training may be required to further knowledge in the industry

While performing the duties of this job, the employee regularly works on-site at the construction work site where the employee is exposed to moving mechanical parts; elevated and underground precarious places; fumes or airborne particles; outside weather conditions and risk of electrical shock. The noise in these work environments is usually moderate to very loud. The employee occasionally views a computer monitor and frequently uses a computer keyboard. Specific vision abilities required by this job include close vision, peripheral vision, depth perception, and the ability to adjust focus. Performing this job requires use of hands to finger, handle, or feel objects, tools or controls, sit, talk and hear (bells, whistles, etc.), stand, climb, balance, stoop, kneel, crouch, or crawl. Employee must regularly lift and/or move up to 75 lbs, and occasionally lift and/or move up to 155 pounds with assistance. Employee may be required to work extended hours, alternative shifts (night or weekend), and travel for project needs. The employee is required to work in compliance with company safety policies, procedures, and applicable laws. Must be medically approved for all respirators to be able to work in permit required confined space.

Environment : Employee regularly works outdoors, exposed to sun, temperatures above 80 degrees, and other weather conditions; travels frequently in Company vehicles, often Class A & B vehicles; exposed to unusually loud sounds; works with equipment causing pronounced vibration or strain; exposed to hazardous materials, including sewage.
